What a Burnham government means for research, innovation and skills policy

This briefing examines what a Labour government led by Andy Burnham could mean for research, innovation and skills policy across the UK.

The briefing draws on Burnham’s mayoral record in Greater Manchester, his public statements on ‘Manchesterism’, and the policy architecture set out in NCUB’s January 2026 briefings on Key Policy Shifts in 2025.

It is NCUB’s view that a Burnham government would represent a significant change in governing style and political geography, but far less of a rupture in R&I and skills policy than might initially be assumed. The Industrial Strategy, the UKRI settlement, and the commitment to place-based innovation are all consistent with Burnham’s philosophy. What would change, in potentially fundamental ways, is the geography of power over these policies. For NCUB members, this shift creates both opportunities and risks.
