Institutions across the UK put in a great deal of effort to engage with and respond to the last REF round.

The forecast benefits of any changes should be weighed against their cost to participating universities and businesses. Put simply, if we are content that the process is broadly robust, and there is a desire to reduce the burden, possibly the easiest way to achieve this would be to keep changes to a minimum.
